This guy (tiny dick) goes in to have his dick circumcised but ends up with tits. He gets mixed up with another guy who went in to have tits put in. Everyone around them wants to play with their new tits. And in comes the flat chested guy who originally wanted the tits. Suddenly there are at least fewer boys in school. Welcome to the ecchi adventures of a guy who has someone else's tits.
